Since accession to WTO(世贸)in 2001, yours is a member state of the WIPO Convention, an international agreement on IP(知识产权)laws, including copyright. Member states have obligations to abide by what's set out in the Convention. Under your copyright law (perhaps likened with that of the US on the concept of "fair use") where the use of materials on the internet is concerned, not only downloading of materials have to be treated with caution, the linking to other websites, including web logs ("blogs") is also one area to mind. Permission would have to be sought and granted when providing links from one website to another.
Deep-linking is another issue, which occurs when in the process of linking, you by-pass the homepage and go straight to the web-page or document youwant. Here, it may not so much for linking to one another's blogs, but linking from blogs to other websites (such as other websites which you find very useful, commercial or not). Deep-linking is treated differently in the various jurisdictions. The general rule is that if you need to provide links to the pages of another website, other than the homepage, permission would have to be sought.
Just my two-cents-worth. Christians in the legal-related professions know very well that in all matters of our faith, especially in the Christian circle, we will not be bound by legalism - coz we're after the spirit of the law, not the letter of the law. However, there's such balance as to giving to Caesar what's Caesar's, while to God what's God's, amen? :o)
